The President depicted here nominated three Justices to the supreme court. They are: 11th Chief Justice Charles Evans Hughes, Justice Owen Roberts and Benjamin N. Cardozo. Respectively, Chief #62 and Justices #74 and #75.

Herbert Hoover was a well-mannered well-liked man, gentle in his approach and popular in his demeanor. His letter appears on his letterhead dated September 12, 1955. On the other hand, there is connected to this board a person also in government, not a President but a man who made it his personal business to keep track and compile records on many Americans’ of interest and in doing so they were under suspicion by him. This tracking or recorded compilation amounted to not only known criminals like baby-face nelson., Dillinger, or Bonnie and Clyde but to movie stars, the Attorney General, Supreme Court Justices and even Presidents and Congressmen.
