Kennedy was from Sacramento, California where his father had a law firm. Kennedy as a young man taught constitutional law at McGeorge school of law. He received recognition for his knowledge of FDR’s plan to “pack the Supreme court” in order that he get implemented his “new deal”. The fractured court ruling was blocking as he saw it the implementation of his plan to recover from the severe depression that effected the world. The “packing” plan never was implemented because Justice Owen Roberts changed his negative vote to positive. This became known as “the switch in time that saved nine.
