Those Justices signing this issue are as noted: the 16th Chief Justice of the United States William Rehnquist seated in that capacity on September 26, 1986 and ending September 3. 2005. Also signing is Justice Thurgood Marshall October 2, 1967- October 1, 1991.

The Rehnquist Court promoted a policy of a new federalism in which more power was given to the States at the expense of the Federal Government. It is worth mention the Court was noted for its stability, as the same jurists served together for 11 years longer than at any other time.
